Ebola is being spread by the United States government as a means of population control. It's currently in it's testing phase, so they're spreading it in West Africa. They're also testing the waters by releasing a different strain in Texas, but it isn't spreading as much as they'd like. The virus will go dormant after the dallas outbreak for a year or more, and then will be released again in another city when they have a strain that they think will do well in the First World.

But then again if it has a high mortality rate, it may burn off too fast. AIDS has managed to kill ~25m people, which is not bad for a 'slow' disease. Ebola might just be the next perfect depopulation tool. Also, look how many jobs it created!
